Barriers to Protected Area Plan Implementation/Jon Kohl '97
Why do so many park plans end up completely or partially unimplemented? What are the barriers beyond the conventional wisdom response of "we need more money"? Jon Kohl, who was just named adjunct professor at the Latin American School for Protected Areas (http://www.elap.uci.ac.cr) in Costa Rica where he lives, has been studying this question and has published articles recently on the topic in Parks (IUCN), Reflections (Society for Organizational Learning), and upcoming book published by UNESCO's World Heritage Centre. He is also working on a book that presents a new paradigm in park planning, using a systems thinking approach.
