$500 quick job for forestry grad student

am working for the law office of Sive, Paget and Riesel this summer in NY.  We have a case involving the Tinkertown Substation (an electricity generating plant) in Pleasant Valley, New York.  We need a report on what types of tree could be planted around the power station to block both the visual nuisance and the noise.  We need to know species, quantity, and approximate planting and maintenance costs before July 10th.  I have been authorized to pay $500 for the report.  Please let me know if you or anyone you know is interested or available to do this project.
