Overview
Create one or more competitions among the 200+ U.S. mayors who pledged to voluntarily fulfill the Kyoto Protocol target, whereby their cities would seek to best one another on some specific and measurable climate change-related metric, such as most
compact fluorescent light bulbs installed within a year.

Check out the new Star Community Index (http://www.iclei.org/index.php?id=7250). This could be a certification system that drives competition between cities.
